In his opening speech, Prime Minister Pham Minh Chinh emphasized that digital transformation is an inevitable trend, an objective requirement, a strategic choice, and a top priority for rapid and sustainable development. It is the cause of the entire Party, military, and people, contributing to realizing the aspiration of building a powerful, prosperous country where people enjoy prosperity and happiness, ensuring no one is left behind in the new era—the era of national resurgence.
Analyzing major global and regional trends, beyond issues of war, conflict, geopolitical tensions, and strategic competition, the Prime Minister highlighted several emerging trends impacting all nations and economies, such as digital transformation, green transition, and climate change response; economic connectivity, particularly in infrastructure, transportation, and digital connectivity; and the pursuit of harmonious, sustainable, and inclusive development, ensuring no one is left behind.
The Prime Minister urged conference attendees to thoroughly, objectively, and accurately assess the achievements of national digital transformation in 2024.
According to the Prime Minister, to combine national and global strengths, internal and external resources, Vietnam must not stand apart from global trends. In reality, the country is on the right path, focusing on promoting digital transformation, green transition, and infrastructure development. Digital transformation, as implemented so far, has brought tangible benefits to the nation and its people. Recently, General Secretary and President To Lam published an article on digital transformation, calling on the entire country to accelerate this process.
On April 22, 2022, the Prime Minister issued Decision No. 505/QD-TTg, designating October 10 each year as National Digital Transformation Day to: accelerate the implementation of national digital transformation tasks; effectively execute the National Digital Transformation Program through 2025 with orientations toward 2030; raise public awareness of the role, significance, and benefits of digital transformation; and foster participation across all levels of government and society to ensure its success.

In 2024, the theme for national digital transformation is: "Developing the digital economy with four pillars—IT industry, economic sector digitalization, digital governance, and digital data—as key drivers for rapid and sustainable socio-economic development."
The Prime Minister noted that this marks the third consecutive year of celebrating National Digital Transformation Day—an important event demonstrating the determination of the Party, the State, the political system, the business community, and the entire nation to promote national digital transformation and develop a digital economy, digital society, and digital citizens.
The event also conveys the Government’s commitment to pursuing the digital transformation revolution in a deep, comprehensive, substantive, and effective manner to drive rapid and sustainable socio-economic development, improve the material and spiritual well-being of the people, modernize national governance, and bring benefits to all citizens and the country.
Notably, if digital transformation is effectively implemented, Vietnam's global ranking in this field will improve, enhancing the nation's brand and facilitating the best investment promotion and attraction.
"We are latecomers in digital transformation, so we must have the spirit to catch up, advance alongside, and surpass," the Prime Minister stated, emphasizing three breakthroughs in digital transformation: digital institutions, digital infrastructure, and digital human resources. He stressed that active participation is required, especially from leaders at all levels and sectors, and that power shortages and inadequate telecommunications coverage, especially in remote areas, must be addressed.
The Prime Minister urged conference participants to comprehensively, objectively, and accurately assess the achievements of national digital transformation in 2024, particularly in the digital economy; propose strategic directions, perspectives, and key tasks and solutions for digital transformation and digital economic development in the future to make significant progress in a short period.
Also at the program, Government leaders, ministry and sector heads, and representatives from organizations will engage in discussions and dialogues with businesses and outstanding members of community digital technology groups.
