Nationwide, Comprehensive, and Holistic Digital Transformation to Accelerate and Break Through in Digital Economy Development

(Chinhphu.vn) - The Government Office has just issued Announcement No. 56/TB-VPCP dated February 23, 2025 concluding the Session summarizing the activities of the National Committee on Digital Transformation and Project 06 in 2024, along with directions and key tasks for 2025.


In 2024, national digital transformation and Project 06 achieved several positive results such as: Leadership, direction, administration, and implementation were deployed decisively and synchronously with high determination from central to local levels; active improvement of institutions, mechanisms, and policies to create a legal framework and favorable conditions for national digital transformation and Project 06; digital economy and digital society continued to develop strongly across many fields; digital infrastructure and platforms received investment attention; national and specialized databases were accelerated; data connection, integration, and sharing made good progress; online public services for citizens and businesses became increasingly complete; Vietnam made strong progress in international digital transformation rankings.


Besides the positive achievements, there remain limitations such as: The development and improvement of institutions and policies still face many shortcomings; many tasks according to the National Committee on Digital Transformation and Project 06 Plan have not been completed; digital economy and infrastructure development is not commensurate with potential and economic growth rate; cybersecurity and information security in many places have not received adequate attention; reduction and simplification of administrative procedures remain slow; the quality of online public services is not high; human resources for digital transformation and Project 06 still do not meet requirements in both quantity and quality, with uneven distribution.


Implementation spirit linked to 5 "acceleration, breakthrough" areas


The conclusion announcement clearly states the guiding viewpoint is to adhere to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and the key tasks and solutions in the Government's Action Program to implement Resolution No. 57-NQ/TW.


Developing science, technology, innovation, and digital transformation is an objective requirement, a strategic choice, and a top priority for rapid and sustainable economic development in the era of national rise, creating a powerful, civilized, prosperous country with increasingly prosperous and happy people.


The implementation spirit is linked to 5 "acceleration, breakthrough" areas:


a) First is acceleration and breakthrough in digital transformation, spreading digital technology to all areas of the economy, contributing to promoting economic growth above 8% in 2025 and at double-digit levels in subsequent years.


b) Second is acceleration and breakthrough in digitizing economic sectors, creating leaps in productivity, quality, efficiency, and competitiveness.


c) Third is acceleration and breakthrough in developing digital infrastructure, building a solid foundation for the digital economy, with priorities and focus areas clearly identified.

Leadership from the top down, but implementation and problem-solving must be from the bottom up


The digital transformation theme for 2025 is: "Digital transformation for all people, comprehensive, full-process to accelerate and breakthrough in digital economy development", in which Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, requires Ministers, Heads of ministerial-level agencies, government agencies; Chairpersons of People's Committees of provinces and centrally-run cities to lead by example, pioneering in awareness, renewing thinking and methodology on digital transformation; resolutely directing tasks that are behind schedule, removing difficulties and bottlenecks based on the principle "leadership from the top down, but implementation and problem-solving must be from the bottom up". Intensify propaganda to raise social awareness about digital transformation and Project 06 through various forms.


At the same time, urgently issue the Plan to implement the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo in February 2025, ensuring "clear people, clear tasks, clear timeframes, clear results, clear responsibilities" for evaluation, measurement, inspection, and supervision; Complete the development of national databases, specialized databases, especially land databases; research and develop projects to apply the Internet of Things (IoT) in some industries and fields, such as: production, commerce, energy, smart agriculture, smart transportation, smart healthcare; review, evaluate, and research implementation plans for smart monitoring and operating centers based on data, connected to the Government's Operations Center to ensure practicality, efficiency, and compliance with laws.


Change the state of public service provision from "asking - giving" to "proactive - serving"; promote the elimination of unnecessary administrative procedures; improve the quality of full online public services towards personalized digital services, independent of administrative boundaries. Strive that by the end of 2025, 100% of eligible administrative procedures according to law will be provided as full online public services, 80% of administrative procedure dossiers will be processed online, and 40% of the adult population will use online public services.

Chairpersons of provincial People's Committees shall direct and organize the implementation of decentralization and authorization in resolving administrative procedures, applying non-uniform fee collection policies to attract citizens to use online public services, such as the model that Hanoi city has implemented; coordinate with the Ministry of Justice and the Ministry of Public Security to digitize civil status data and synchronize with the National Population Database to clean data, serve the reduction and simplification of administrative procedures, to be completed before March 31, 2025; coordinate with the Ministry of Natural Resources and Environment to digitize land data in the area, to be completed before June 30, 2025.


Launch a nationwide emulation movement on science development, innovation, and digital transformation

The Ministry of Home Affairs will research and advise on launching a nationwide emulation movement on science, technology, innovation, and digital transformation to create momentum and ripple effects to every citizen and business; strengthen inspection and examination of public service duties.


The Ministry of Information and Communications shall coordinate with relevant agencies to urgently complete the Digital Technology Industry Law for submission to the National Assembly at the 9th Session in May 2025; promptly submit to the Government for issuance of guiding decrees after the law is passed. Complete and submit to the Government for issuance a decree guiding the 2023 Electronic Transactions Law on shared databases.


The Ministry of Public Security shall coordinate with relevant agencies to urgently complete the Personal Data Protection Law for submission to the National Assembly for opinions and approval at the 9th Session in May 2025; promptly submit to the Government for issuance of guiding decrees after the law is passed for implementation. Promptly complete drafts and submit to the Government for issuance of decrees guiding the implementation of the Data Law.


The Ministry of Public Security and the Ministry of Information and Communications shall coordinate with the Government Office and the Ministry of Home Affairs to compile and propose to competent authorities to reward collectives and individuals with achievements in implementing national digital transformation and Project 06 in 2024 at the session in March 2025, while organizing awards according to assigned authority and legal regulations.
